Bridging Post-Disaster Life Recovery and Recovery Planning Through Residential Mobility Research: Toward Interdisciplinary Research for Transformative Adaptation

This study reviews research on residential mobility in disaster risk reduction and post-disaster recovery from an urban planning perspective while incorporating sociological insights. Based on 83 studies identified in the Web of Science and J-STAGE databases, it examines how residential mobility influences life recovery and community recovery and explores its implications for recovery planning. The review demonstrates that residential mobility is not simply a change in residence, but a dynamic process that simultaneously reshapes livelihoods, social relationships, communities, housing, land use, and urban structure. The identified impacts are multifaceted, long-term, cascading, and inequitable while also involving adaptive responses by individuals and communities. Six normative planning agendas were identified: inclusive and collaborative planning, context-sensitive and people-centered planning, life-space and social network-oriented planning, planning for long-term and cascading effects, planning beyond administrative and project boundaries, and planning to support adaptation. These findings can be systematically interpreted through the Five Principles of Disaster Risk Reduction for “Leave No One Behind,” suggesting that they provide a common theoretical foundation linking sociology and urban planning. The review further reveals that planning scholarship has evolved from controlling residential mobility and mitigating its negative consequences toward “Planning for Transformative Adaptation,” which conceptualizes residential mobility as a process of adaptation and transformation. This study offers an analytical framework that integrates life recovery and spatial restructuring through residential mobility, thereby connecting adaptation research and urban planning and providing a foundation for interdisciplinary research on transformative adaptation.
