Abstract: The 1995 Great Hanshin-Awaji Earthquake reduced a highly developed modern city to rubble in a matter of seconds. In comparison, it has required nearly a decade for the stricken area to recover and resume its previous structure and functions. Below, we review reconstruction during this decade and point out lessons learned, focusing on reconstruction strategies.
